What Is the Canadian Dental Care Plan (CDCP)?

The Canadian Dental Care Plan (CDCP) is a federal program to help eligible Canadians access dental care, especially those without private dental insurance. The CDCP covers a wide range of dental services, such as exams, cleanings, fillings, and dentures, reducing or eliminating out-of-pocket costs for many patients.

One of its advantages is flexibility. You can choose a participating dental provider like Smilestone Dental directly, no referral required.

Not sure about your eligibility? Our team can help you understand your options and verify your plan.

Dental Services Covered Under the CDCP

The CDCP covers a wide variety of dental services, subject to eligibility rules, preauthorization, and frequency limitations. Your coverage depends on your household income and benefit start date, but here’s a general breakdown:

Diagnostic & Preventive Services

  • Exams (routine, emergency, complete)
  • X-rays
  • Cleanings (scaling)
  • Fluoride applications
  • Sealants

These services help maintain your oral health and are usually covered at set intervals as per CDCP guidelines.

Basic/Restorative Services

  • Permanent and temporary fillings
  • Pain control for diseased teeth
  • Other treatments for cavities

Coverage may vary depending on the type of filling material and the tooth being restored.

Endodontic (Root Canal & Related)

  • Standard root canal treatment (on eligible teeth)
  • Pulpectomies or pulpotomies
  • Procedures to reduce infection or relieve pain
  • Re-treatment (requires preauthorization)

Re-treatment of root canal, apicoectomy, or retrofilling is limited to once per tooth per lifetime, and preauthorization is required.

Periodontal (Gum / Supporting Structures)

  • Cleaning below the gumline
  • Abscess treatment
  • Bonding for mobile teeth (preauthorization may be required)
  • Post-surgical evaluations (preauthorization may be required)
  • Non-surgical gum disease management

Major Restorative / Prosthetic Services

  • Crowns (preauthorization required and subject to strict eligibility criteria: age, tooth condition, frequency limits)
  • Cores and posts (with preauthorization)
  • Dentures (complete, partial, immediate, overlays) — some require preauthorization, some are covered under set frequency limits
  • Repairs, relines, rebases of dentures

Oral Surgery

  • Tooth removals, root extractions
  • Surgical removal of cysts or tumors
  • Incisions, drainage
  • Fractured jaw repair

Sedation, Anesthesia & Pain Management

  • Minimal (conscious) sedation
  • Moderate, deep sedation, and general anesthesia (require preauthorization for medical necessity)

Coverage depends on the clinical indication. Nitrous oxide may be included when deemed necessary by the provider.

Orthodontics

Limited coverage for medically necessary orthodontic treatment starting in 2025. Coverage applies only to specific cases that meet strict medical criteria, such as conditions that significantly affect oral health or function.

Note: Cosmetic (like whitening or veneers) or elective orthodontic treatments are not covered under the CDCP. However, we offer flexible payment options if you’d like to explore these services.

When you arrive, please bring your welcome package or member card. Our billing team will review your coverage and explain any out-of-pocket costs before treatment.

Limits, Frequency Rules & Preauthorization

Some services exceed established frequency limits and thus require preauthorization (approval in advance) to confirm coverage.

  • Crowns: 4 crowns per client in 120 months (10 years), 1 crown per eligible tooth per 96 months (8 years).
  • Cores, Posts, and Crown Support: Have their own frequency rules, eligibility conditions, and may require preauthorization.
  • Dentures: Have frequency rules (e.g., 1 per arch in 96 months for standard dentures, or 1 per arch in 60 months for certain partial dentures).
  • Complex Procedures: Certain advanced treatments, including root re-treatment, crown placement, and advanced prosthetics, require preauthorization documentation, including radiographs, treatment plans, periodontal charts, and supporting clinical notes.

Coverage and preauthorization requirements under the CDCP are determined by Sun Life in accordance with Health Canada guidelines and may vary based on eligibility, clinical need, and service type.

How Much Will the CDCP Cover (Co-Payments & Additional Charges

CDCP will pay providers based on CDCP-established fees, not the full amount charged by your dentist. Providers cannot exceed those reimbursement limits for covered services.

If your adjusted family net income is between $70,000 and $89,999, you may have a co-payment (a share of the cost) for covered services.

You may also have to pay directly to the provider if:

  • You and the dentist agree to services not covered by CDCP
  • The service is beyond the CDCP frequency or not preauthorized

Example: For 2 units of scaling (30 minutes of cleaning), the CDCP fee is $134. If your income triggers a 40% co-payment, you would pay 40% of that fee, plus the difference between the dentist’s fee and the established fee.

Important: Patients should never pay the full fee upfront, expecting a refund from CDCP. Any out-of-pocket amount should be clearly explained and agreed upon in advance.

Frequently Asked Questions

Considering dental implants in Vancouver? You’re not alone! Here are answers to some of the most common questions we hear from patients with missing teeth.

Who is eligible for the Canadian Dental Care Plan?

Eligibility is based on Canadian residency and adjusted family net income. The CDCP is for those without private dental coverage.

What services are covered?

Preventive, basic, and some major services are included, such as exams, cleanings, fillings, and dentures. Cosmetic services like whitening are not covered. Coverage limits, frequency rules, and preauthorization requirements apply.

Do I still need private insurance?

No. Individuals with private dental insurance are not eligible for the CDCP. However, provincial or territorial public programs (like Ontario Seniors Dental Care Program or Healthy Smiles Ontario) may coordinate with CDCP, and in those cases, CDCP often acts as the primary payer.

How much will I pay out of pocket?

Your out-of-pocket costs depend on your household income:
$80,000–$89,999: 40% co-payment
$70,000–$79,999: 20% co-payment
$0–$69,999**
**If a dentist’s fee exceeds the CDCP’s established rates or if a service is not covered, you will pay the difference.

Can children and seniors use the plan?

Yes. The CDCP covers eligible Canadians of all ages, including children, adults, and seniors.
